You should watch your site without beeing logged into the dashboard – everything should be fine then !
The problem is the WP admin bar on top of the page !
Two solutions for that:
1) You want to keep the admin bar on top of the page: use a second browser! For example develop your site being logged in using Firefox and check what you do using Chrome (being logged off!)
2) You don’t need the admin bar on top – disable it in the dashboard 😉
Both solutions should give you fine working menus …
